The City of La Verne has successfully completed its comprehensive Water and Sewer Rate Study, conducted in partnership with Raftelis Financial Consultants. The study evaluated the City’s operational and capital needs, reviewed revenue requirements, and developed a five-year rate structure designed to ensure financial sustainability, regulatory compliance, and continued investment in critical infrastructure.

Following extensive analysis, community outreach, and a duly noticed Proposition 218 public hearing, the City Council adopted new rates with phased adjustments beginning January 1, 2026, and continuing annually through July 1, 2029. The adopted rate structure balances affordability with the need to maintain reliable water and sewer service, replenish reserves, and fund priority capital improvement projects.

The completion of this study marks an important step in ensuring the long-term stability of La Verne’s utility systems while maintaining transparency and fiscal responsibility to the community.

Why rates were adopted

  • Higher cost of imported water, power, chemicals, and supplies.
  • Repairs and replacement of aging pipes, wells, pumps, reservoirs, and sewer lines (approximately $26 million in planned Water & Wastewater projects).
  • Meet debt payment requirements and maintain prudent emergency reserves.
  • Keep services reliable when water use drops during droughts and conservation.

What was adopted

  • Initial Water increase: 35% on January 1, 2026.
  • Initial Sewer increase: 15% on January 1, 2026 followed by 15% increases July 1, 2026 – July 1, 2029.
  • Phased Water updates: 25% on July 1, 2026; 15% on July 1, 2027; 10% on July 1, 2028; 10% on July 1, 2029.
  • Future review: Council directed staff to begin a new rate study in late 2026 or early 2027.

How bills are calculated

  • Water bills: A fixed charge based on meter size, plus a volumetric charge per 1,000 gallons (rates vary by pressure zone).
  • Sewer bills: A fixed charge for all customers; non-residential customers may also have a volumetric component based on water use.
  • Drought/emergency surcharges: May be used during declared shortages to maintain financial stability.
