1941 White Mixed-Use Project
Location: 1941 White Avenue, La Verne, at the northwest corner of White Avenue and Arrow Highway.
July 2022: The applicant, Keith Schroeder, Novipax Buyer, LLC. submitted a project application including:
- Precise Plan Review (PPR): Ensures design and zoning compliance.
- Lot Merger (LM): Combines two parcels into a single lot.
- Density Bonus (DB): Increases allowable density and waives some development standards for affordable housing.
- Tree Removal (TR): Removal of 13 Deodar Cedars.
Project Details:
- Residential Units: 367 units (44 affordable units: 18 very-low-income and 26 for low-income households).
- Retail Space: 1,500 square feet.
- Parking: 518 spaces in an attached 6-level parking structure.
- Amenities: Courtyards, recreational areas, plaza space, and landscaping.
- Height: Maximum 69 feet.
- Tree Replacement: 163 new trees to replace 13 removed Deodar Cedars.
- Public Art: Preservation and integration of existing murals and historic plaques.
Compliance and Benefits:
- General Plan: Project aligns with current and proposed land use designations.
- Zoning: The project site is zoned under the Old Town La Verne Specific Plan (OTLVSP), which was adopted by the City Council in March 2013. OTLVSP identifies the site within the Mixed-Use 1 District. The district supports transit-oriented development with retail on the ground floor and residential or office uses above, within walking distance of the Gold Line Station. It encourages a vibrant, urban environment by allowing a mix of commercial and residential uses.
- Affordable Housing: Complies with OTLVSP requirements for affordable housing, supporting diverse, mixed-income communities.
- RHNA Compliance: Contributes to the City's Regional Housing Needs Allocation, addressing housing needs across income levels.
- Environmental Review: Qualifies for CEQA exemptions, ensuring no significant environmental impact.

June 13/14, 2024: Notice of the Development Review Committee Public hearing was mailed to properties within a 300-foot radius of the site and published in the Inland Valley Daily Bulletin. (Notice Attached)
